Chapter 381, Florida Statutes requires a building that is located in an area zoned or used for industrial or manufacturing purposes (or an equivalent use) that is served by an onsite sewage treatment and disposal system (septic system) may not be occupied until the owner or tenant has written approval from the Department of Health.

Approval requires the person who owns or operates a business or facility located in these areas to obtain an annual operating permit from the Department of Health, by submitting a completed application (Form DH 4081) and submitting the $150.00 annual fee. The Department of Health in Charlotte County permits and inspects over 150 of these facilities annually.

A business that proposes to occupy a building with a current operating permit must submit a business survey (Form DH 4081A) along with a $50.00 amendment fee, to add the business to the existing operating permit.
