Florida Department of Health in Charlotte County’s (DOH-Charlotte) Environmental Public Health monitors construction, permitting, sampling, and enforcement of limited use public water systems (LUPWS), multi-family water systems, and some private water systems in Charlotte County, Florida.
There are three types of limited use public water systems:
- Limited Use Community: Water system that serves five or more residences or two or more rental residences. Examples include a small apartment complex, duplex/triplex, an assisted living facility, a small mobile home park, and a nursing home.
- Limited Use Commercial: Water system that services one or more non-residential establishments and provides piped water. Examples include a motel or a hotel, a church, a business, and a family day care.
- Limited Use Registered: Commercial water system that does not make tap water available for public consumption. Examples include a business with no water fountain, a church with no kitchen or public events, and a park restroom with no water fountain.

Any person wanting to operate a limited use well in Charlotte County, must submit the appropriate applications, fees, site plans, and well completion report (if available) and be granted a permit prior to operation. The permit year runs from October 1 to September 30; first-year licenses are prorated after March 31.
Operators of limited use drinking water systems are required to submit routine sampling for bacteriological, nitrate, and lead. DOH-Charlotte’s Environmental Public Health can perform these services or you can use a certified laboratory.
